Larry Meachum, Director, Office of Justice Programs, Corrections Program Office, U.S. Department of Justice

Directors Clark and Meachum will discuss issues related to the implementation of a systems approach and the need to unite public safety and public health concerns into a new approach to substance abuse intervention in the criminal and juvenile justice systems. They will also discuss the day's goal: for each state or local team to begin formulating a plan of action that can provide the basis for developing a systems approach to treatment interventions. Dr. Clark will also discuss the need to permit redemption of offenders by accepting them into society as productive citizens able to hold jobs and pay taxes, once they have paid their debt.

This session will define “front-end” interventions that can be implemented in the community. Discussion will focus on cooperative approaches involving multiple agencies (police, courts, and public health), as well as cost implications of such programs, monitoring participant progress through drug testing and sanctions, and developing programs that address multiple needs, such as co-occurring disorders. Both adult and juvenile programs will be featured. Particular attention will be given to the process of assessment and participant selection, and its implications on program success and public perceptions.

This session will focus on the types of interventions that the court can implement to hold offenders/delinquents accountable, and how such accountability measures as drug testing and graduated sanctions can enhance client success. The panelists will also discuss the cost implications of these interventions, as well as how linkages between criminal justice and public health agencies can enhance treatment services.

This session will allow state and local participants to engage in an in-depth discussion of opportunities for community-based intervention with substance abusing offenders within their jurisdictions.

This session will focus on interventions that can be implemented within correctional facilities to maintain a drug-free environment and to prepare substance abusing offenders, including offenders with mental illness, for re-entry into the community. Panelists will also discuss interventions that are effective in keeping offenders drug- and crime-free, the types of graduated sanctions that can be imposed when offenders test positive for drugs, and support services, such as substance abuse treatment, mental health treatment, job placement, and housing assistance, which are required for successful offender reentry. The panelists will also be asked to discuss the cost implications of these interventions and relationships between criminal and juvenile justice, treatment, and public health agencies.

The moderator will facilitate a discussion among the panelists concerning types of interventions that can be implemented to support offenders in establishing and maintaining a drug- and crime-free lifestyle while under community supervision. Particular attention will be given to how a systems approach can enable re-entering offenders to continue to access treatment and other support services, including specific partnerships that can link related services in the criminal justice and public health systems.

The presenters will each make a brief statement highlighting his or her agency's initiatives supporting a systems approach to substance abuse interventions. This will be followed by a question-and-answer session in which Assembly participants can engage the presenters in a dialogue about the role the federal government can play in facilitating state and local policy changes and supporting the development of interventions.
